Michigan Scrap Metal Regulatory Act (MCL 445.421 et seq.) requires dealers to record seller photo ID, vehicle license plate, material description, weight, and signed declaration. Payment for catalytic converters, copper, and other regulated metals must be by check (no cash) and is subject to a delay/hold window set by statute. The 2021 amendments added catalytic-converter specific rules and additional record retention.
