Washington RCW 19.290 (Metal Property) prohibits cash payment for non-ferrous metal property — payment must be by non-transferable check, money order, or electronic funds transfer — and requires recyclers to record seller photo ID, vehicle license plate, signed declaration of ownership, photograph of the seller and the material, and a 30-day hold on certain regulated articles (including catalytic converters under recent amendments). Transaction records must be retained for at least 5 years and made available to law enforcement on request.
